黃姓婦人因病不適宜出國，家人取消國外旅遊，但旅行社卻沒收訂金，不願全額退費；新北市消保官求助認為，經濟部「國外定型化契約範本」未保障消費者因故無法出團得無償片面解約，但消費者可和業者在契約書中列舉解約事由，如因病、逢喪等，保障自己權益。
